Cartrefi Hafod Temporary Leasing Scheme together with our partner Foundation Housing is the largest supplier of leased properties for the homeless in Wales.
We supply over 170 homeless temporary leased properties for eight partner local authorities, having built up our experience over many years.
Why does my local authority need homeless temporary leased properties?
Local authorities supplying temporary accommodation for the homeless through bed & breakfast are about to see their subsidies drastically cut. Cartrefi Hafod homeless temporary leased properties provide a much cheaper alternative for the local authority enabling reduced bed & breakfast targets to be achieved. The Welsh Assembly want to eliminate bed & breakfast use in Wales by schemes such as these.
In addition from April 2010, local authorities will experience a significant reduction in Housing Benefit subsidy payable against bed and breakfast placements. Cartrefi Hafod Temporary Leasing Schemes provide a more cost effective alternative for local authorities whilst enabling them to achieve their bed and breakfast reduction targets.
For the homeless clients homeless temporary leased properties are a much better environment to live in until permanent accommodation can be found. The needs of the homeless can be addressed far easier in homeless temporary leased properties than in bed & breakfast accommodation.

How does it work?
As a registered social landlord Cartrefi Hafod (Hafod Housing Association) lease the accommodation from private landlords and our partner manage the properties. We are able to offer a lease to the landlord of between 1 and 3 years depending on how suitable the property is for our needs. We guarantee the rent to the landlord for the term of the lease and the property is expertly managed by our specialist Leasing & Lettings team known as Cartrefi Hafod. Homeless families and single people come to us at a vulnerable time in their lives and often require short to long term support to settle into managing a temporary tenancy. Cartrefi Hafod staff are trained to assist with a range of issues around benefits and tenancy support. If further support needs are identified we work closely with the local authority partners to arrange the provision of specialist support. A range of alternative models can also be developed to fit local needs. Cartrefi Hafod offers a commission and hassle free letting service to landlords backed up by the peace of mind of having the property fully managed. Each property will need to meet certain standards before we will enter into a lease and we will not be able to consider leasing properties that require major updating.
What does it cost the local authority?
The only cost to the local authority is the rent (pre-set with reference to local circumstances) claimed by the homeless occupier.

Bridgend - We require 1 & 2 bed properties across the Borough.
Caerphilly - We require 1 bed properties preferably with their own front door access (no communal doorways).
Rhondda Cynon Taf - We require 20 properties including 1, 2 and 3 bedroom accommodation.
Vale of Glamorgan - we require 1 bedroom properties in Barry.
Newport - We require 1 bed flats
